President Abdel Fattah El-Sisi participated today in the 34th summit meeting of the Arab League Council, held in the Iraqi capital, Baghdad.

The official spokesperson for the Presidency stated that the meeting addressed regional developments and the grave challenges facing the Arab region, particularly those related to the ongoing war in Gaza, as well as the situations in Syria, Sudan, Libya, and Somalia. The meeting also discussed efforts to advance joint Arab action in line with the aspirations of the Arab peoples.

Ambassador Mohamed El-Shenawy, the official spokesperson, added that the President delivered Egypt's speech at the summit, which addressed Egypt's vision on various issues under discussion. The following is the text of the President's speech:

In the name of God, the Most Gracious, the Most Merciful

My brother, His Excellency President Abdul Latif Rashid

President of the Republic of Iraq, President of the current session of the Council of the League of Arab States at the Summit Level,

Your Majesties, Excellencies, and Highnesses

Leaders of sister Arab countries,

His Excellency Mr. Ahmed Aboul Gheit

Secretary-General of the League of Arab States,

Distinguished Guests,

(Peace, mercy, and blessings of God be upon you)

I begin my speech by extending my sincere thanks and appreciation to my brother, His Excellency President Abdul Latif Rashid, and the brotherly people of Iraq, for the generous hospitality, warm welcome, and good feelings we have experienced since our arrival in Baghdad. I wish His Excellency every success in chairing the current session.

I also extend my thanks to my brother, His Majesty King Hamad bin Isa bin Salman Al Khalifa, King of the Kingdom of Bahrain, President of the previous session, in appreciation of his sincere efforts in supporting the nation's causes and strengthening joint Arab action.

Your Majesties, Excellencies, and Highnesses,

Our summit is being held today at a historic juncture, as our region faces complex challenges and unprecedented circumstances that require all of us—leaders and peoples—to stand united and show unwavering resolve. We must stand as one, in word and deed, to preserve the security of our nations and protect the rights and capabilities of our proud peoples.

It is no secret that the Palestinian cause is undergoing one of its most dangerous and critical phases. The Palestinian people have been subjected to systematic crimes and brutal practices for more than a year and a half, aimed at obliterating and annihilating them, and ending their existence in the Gaza Strip. The Strip has been subjected to widespread destruction, rendering it uninhabitable, in an attempt to force its people to flee and forcibly leave under the horrors of war. The Israeli war machine has spared no stone unturned, sparing no child or elderly. It has adopted starvation and denial of health services as weapons, and destruction as its approach. This has led to the displacement of nearly two million Palestinians within the Strip, in blatant defiance of all international laws and norms.

In the West Bank, the occupation machine continues to practice the same repressive policy of killing and destruction. Despite this, the Palestinian people remain steadfast, unshakable, and clinging to their legitimate right to their land and homeland.

Since October 2023, Egypt has intensified its political efforts to stop the Palestinian bloodshed, making strenuous efforts to achieve a ceasefire and allow the entry of humanitarian aid. It has called on the international community, led by the United States, to take decisive steps to end this humanitarian catastrophe.

I cannot fail to acknowledge the efforts of President Donald Trump, who succeeded in January 2025 in reaching a ceasefire agreement in the Gaza Strip. However, this agreement failed to withstand renewed Israeli aggression, an attempt to thwart any efforts toward stability.

Despite this, Egypt, in coordination with Qatar and the United States, its mediation partners, continues its intensive efforts to achieve a ceasefire, which recently resulted in the release of the American/Israeli hostage, Idan Alexander.

As part of its efforts, Egypt took the initiative to call for an extraordinary Arab summit in Cairo on March 4, 2025. The summit affirmed the unwavering Arab position rejecting the displacement of the Palestinian people and adopted a plan to rebuild the Gaza Strip without displacing its residents. This plan received widespread support among Arabs, Muslims, and the international community. In this regard, I remind you that we intend to organize an international conference for early recovery and reconstruction of the Gaza Strip immediately after the cessation of hostilities.

Through the Cairo summit, the Arabs sent a decisive message to the world, affirming that ending the occupation and establishing an independent Palestinian state on the June 4, 1967 lines, with East Jerusalem as its capital, is the only way out of the cycle of violence that continues to plague the region, threatening the stability of all its peoples, without exception.

I reiterate here that even if Israel succeeds in concluding normalization agreements with all Arab states, a lasting, just, and comprehensive peace in the Middle East will remain elusive unless a Palestinian state is established in accordance with international legitimacy resolutions.

From this standpoint, I call on President Trump, as a leader who aims to consolidate peace, to exert all necessary efforts and pressure to achieve a ceasefire in the Gaza Strip, paving the way for the launch of a serious political process—in which he serves as mediator and sponsor—leading to a final settlement that achieves lasting peace, similar to the historic role played by the United States in achieving peace between Egypt and Israel in the 1970s.

Ladies and Gentlemen,

In addition to the Palestinian issue, our Arab nation faces fateful challenges that require us to stand united to confront them with firmness and unwavering resolve. Our brotherly country, Sudan, is at a critical juncture that threatens its unity and stability. This requires urgent action to ensure a ceasefire, secure the delivery of humanitarian aid, preserve the unity of Sudanese territory and its national institutions, and reject any efforts aimed at forming governments parallel to the legitimate authority.

As for our sister country, Syria, the lifting of US sanctions must be leveraged for the benefit of the Syrian people, ensuring that the transitional phase is comprehensive. Without exclusion or marginalization...and preserving the Syrian state and its unity, combating terrorism and preventing its return or export...with withdrawal

The Israeli occupation of the Golan Heights and all occupied Syrian territories

In Lebanon, the only way to ensure stability remains through commitment to implementing the Cessation of Hostilities Agreement and UN Security Council Resolution 1701, ensuring Israel's withdrawal from southern Lebanon, respecting Lebanon's sovereignty over its territory, and enabling the Lebanese Army to assume its responsibilities.

As for Libya, Egypt continues its tireless efforts to achieve comprehensive political reconciliation, in accordance with the agreed-upon terms of reference, through a Libyan political process leading to simultaneous presidential and parliamentary elections that enable the Libyan people to choose their leadership and ensure that Libya remains for its people, with the withdrawal of all foreign forces and militias from Libya.

In Yemen, the conflict has dragged on for too long, and the time has come for this ancient country to restore its balance and stability through a comprehensive settlement that ends the humanitarian crisis that has plagued it for years and preserves the unity of Yemen and its legitimate institutions. I emphasize here the need to restore normal navigation in the Bab al-Mandab Strait and the Red Sea, create an atmosphere of stability, and seek solutions that benefit our peoples.

We also do not forget our continued support for our brotherly country, Somalia. We affirm our categorical rejection of any attempts to undermine its sovereignty and call on all regional and international partners to support the Somali government to maintain security and stability in its brotherly country.

Your Majesties, Excellencies, and Highnesses,

In conclusion, I say to you with all sincerity and sincerity: "The heavy responsibility we all bear, and the historic moment in which we stand today, oblige us to place the interests of the nation above all other considerations, and to work together—hand in hand—to resolve the conflicts and fateful issues plaguing the region, foremost among them the Palestinian cause; the central issue in which there is no neutrality in justice... and no compromise on truth."

"Let us work together to consolidate our cooperation, and let us turn our unity into strength, and our integration into growth... believing that our Arab peoples deserve a tomorrow befitting the greatness of their past and the glory of their civilization... Let us move forward with steadfastness and determination, and let us make this summit a decisive step toward a brighter tomorrow... for our Arab nation."

May God guide us all toward what is best for our Arab peoples.

(And peace, mercy, and blessings of God be upon you)
