شكوى بخصوص مخالفات مالية وتجاوزات تنظيمية في الاتحاد المصري لكرة القدم

إلى الأمانة العامة للاتحاد الدولي لكرة القدم (FIFA)،

نتقدم إليكم بهذه الشكوى الرسمية لتسليط الضوء على انتهاكات جسيمة للوائح "اللعب المالي النظيف" ومعايير منح الرخص للأندية في مصر، وتحديداً فيما يتعلق بنادي الزمالك والاتحاد المصري لكرة القدم:

المخالفات المالية ورخص الأندية: قام الاتحاد المصري لكرة القدم بمنح نادي الزمالك رخصة المشاركة في البطولات المحلية والقارية رغم وجود مديونيات ضخمة غير مسواة ومخالفات مالية صريحة، وهو ما يعد خرقاً مباشراً للوائح FIFA والكاف (CAF) الخاصة بتراخيص الأندية التي تشترط خلو السجل المالي من الديون الرياضية.

التواطؤ الإداري: هناك شواهد على تواطؤ من الاتحاد المصري عبر تسهيل إجراءات القيد والمشاركة للنادي المذكور دون إلزامه بتسوية قضاياه المالية العالقة لدى الفيفا والجهات الأخرى.

نزاهة التحكيم: رصدنا غياباً لمبدأ تكافؤ الفرص من خلال لجنة الحكام، حيث تم تعيين نفس الحكم لإدارة مباراتين لنفس النادي خلال أسبوعين فقط، مما يثير شكوكاً حول الحيادية والنزاهة ويهدف لمساعدة النادي على تحقيق الفوز بطرق غير عادلة.

نطالب FIFA بفتح تحقيق عاجل لضمان تطبيق القوانين الرياضية الدولية وحماية نزاهة كرة القدم في مصر.

 Financial Irregularities and Regulatory Violations by the Egyptian Football Association (EFA)

To the FIFA General Secretariat,

We are writing to formally report serious violations of "Financial Fair Play" and club licensing regulations in Egypt, specifically involving Zamalek SC and the Egyptian Football Association (EFA):

Financial Violations & Club Licensing: The EFA has granted Zamalek SC licenses to participate in domestic and continental competitions despite significant unpaid debts and clear financial irregularities. This is a direct breach of FIFA and CAF licensing regulations, which require clubs to be free of overdue payables.

Administrative Collusion: There is evidence of collusion by the EFA through facilitating registration and participation for the aforementioned club without enforcing the settlement of outstanding financial cases pending before FIFA and other legal bodies.

Refereeing Integrity: We have observed a lack of fair competition regarding referee assignments. Specifically, the same referee was appointed to officiate two matches for the same club within just two weeks, raising serious concerns about impartiality and integrity, seemingly to assist the club in securing wins unfairly.

We urge FIFA to launch an urgent investigation to ensure the application of international sports laws and to protect the integrity of football in Egypt.
